A large share of the plots being bought around Shivamogga and Davanagere sit outside the municipal boundary — in gram panchayat jurisdiction. The land is cheaper, the plots are larger, and the approval route is completely different from an SMC or DCC sanction.
It is also where the most expensive mistakes get made, because people assume the municipal process applies and find out otherwise after they have paid for the plot.
First: Which Authority Actually Governs Your Plot?
This is the question to settle before anything else.

Do not rely on what the seller or the broker tells you. Verify it against the survey number on the e-Swathu portal and, if it is close to the boundary, confirm at both the panchayat and the corporation office.
Plots towards Bhadravathi and the outer Savalanga Road stretch near Shivamogga, and towards Avaragere, Kondajji Road and Harihara near Davanagere, frequently fall into this category.
Step 1: DC Conversion — the Gate Before the Gate
If the land was ever agricultural, it must be converted to non-agricultural residential use by a Deputy Commissioner's conversion order before any building approval is possible.
What you need:
- RTC (Pahani) extract
- Mutation register extract (MR)
- Encumbrance Certificate
- Survey sketch / tippani
- Title documents
- No-objection from the village accountant and tahsildar
Timeline runs 3–8 months and conversion fees vary by district and land classification.
This is not optional and not skippable. Construction on unconverted agricultural land cannot be regularised later — you are left with a building that cannot be legally occupied, connected, sold or mortgaged.
Step 2: Form 9 and Form 11 via e-Swathu
Once converted, the gram panchayat issues:
- Form 9 — the khata certificate for a non-agricultural property in its jurisdiction
- Form 11 — the property register extract showing assessment and tax
Both are now issued digitally through e-Swathu. The two must show:
- Your name as the current owner
- The correct survey number and sub-division
- The correct extent, matching your sale deed
- Property tax paid up to date
Any mismatch between the sale deed and the e-Swathu record has to be corrected before you proceed. This is where most panchayat files stall, and corrections can take weeks.
Step 3: Building Permission from the Panchayat
With conversion and e-Swathu in order, apply to the gram panchayat for building permission.
Documents:
- Application to the Panchayat Development Officer (PDO)
- DC conversion order
- Form 9 and Form 11
- Sale deed and EC
- Survey sketch
- Building drawings signed by a licensed engineer or architect
- Property tax receipt
- Owner ID and photographs
The panchayat secretary and PDO scrutinise the file, a site inspection follows, and permission is issued by resolution.
Timeline: typically 3–8 weeks once the documents are clean.
Step 4: What Changes on Site
The construction itself does not change — the same M20 RCC frame, the same specifications. What changes is the infrastructure around it:
- Power — HESCOM or MESCOM connection, often from a further distance. Budget for the extra service line.
- Water — no municipal supply in most panchayat areas, so a borewell is effectively mandatory. Budget ₹1.5–3 lakhs.
- Drainage — no underground drainage network. You will need a septic tank and soak pit.
- Road access — confirm the approach road is a recorded public road, not a neighbour's land you are relying on informally.
That last one is worth repeating. An access route that exists in practice but not on paper becomes a serious problem at resale, and it is not something you can fix afterwards.

For a 30×40-equivalent build, indicatively:

- Pull a fresh EC from Kaveri Online.
- Confirm the approach road is a recorded public road.
- Confirm the layout is approved, if it is a layout plot.
- If you need a loan, confirm with your bank first — some decline panchayat properties outright.
